In response to 1000s of complaints from August 2006 to March 2007 related to bugs in TWC's new Navigator system, the City Council proposed that the cable advisory board look into the matter and evaluate if TWC was fulfilling its obligation under the city's cable television franchise agreement and determine if customers were getting what they were paying for or deserved any refunds.
